According to the report, Noto was fined by Florida’s Department of Financial Services in 2013 after allegedly engaging in the insurance business without proper licensing.
Noto has twice been the subject of customer complaints relating to the unsuitable recommendation of variable annuities. Both of those complaints were settled. Other customer complaints included allegations of unsuitability, lack of due diligence, and an improper bond swap.
